Group Head of Quality, Health, Safety and Environment (Marine Sector)

Our client is a UK based worldwide offshore site investigation and foundation engineering company.
Aim
To ensure the safety employees where at all possible through provision to the employees of QHSE information and assistance sufficient to enable them to carry out their duties effectively, safely and in accordance with the Group IMS, with Standards and with Regulatory Requirements and to ensure compliance of practices with same and to continually improve the IMS.
Ensure the provision and infrastructure to ensure the Group Board meet their over-riding corporate and statutory responsibilities to provide a safe working environment for all its employees and external representatives involved in the operations onshore and offshore across the Group.
Responsibilities include, but are not limited to the following:
·         Report to the Group Board on HSE performance against defined and agreed industry standard KPI’s
·         Review, define and execute the management of the Group HSEQ Strategy across the Business
·         To own and manage the Group HSEQ Budget and ensure adherence to defined budget cost constraints as defined in the annual agreed budget in 2011
·         To manage the HSEQ team in ensuring appropriate resource planning across the defined Business Lines and Vessel & Resources and ensure relevant succession planning in place
·         Ensure appropriate cost effective sourcing and allocation of temporary contract HSE personnel for specific project assignments where and when required 
·         To assist managers and staff to operate efficiently, safely and in an environmentally sound manner
·         To review the existing IMS and ensure appropriateness to include all activities in the Group and to gain certification of it to appropriate standards as determined by the Board
·         To assist managers to comply with legislation relating to health, safety and environmental protection
·         To be aware of changes in legislation and to recommend any changes to Group HSEQ policy to ensure compliance
·         To organise and supervise the Audit Program relevant to the needs of the Business relating to the scope of the IMS
·         To assist and lead where appropriate, investigations into accidents and incidents
·         To operate in accordance with the IMS and to recommend changes for its improvement following the wider review (Note: see Board KPI reporting)
·         Implement a review of the Group Quality Management System and recommend and roll-out agreed improvements and recommendations where agreed by the Group Operations Director and the Board
·         Ensure support to Project Planning and Execution in the Business Lines in the provision of relevant documentation deliverables via the HSEQ co-ordinators e.g. Project specific Safety Plans, Project Quality Plans etc
·         Review and liaise with the internal customers i.e. Business Lines, V&R in agreeing a mechanism for regular and appropriate level of service level review and feedback to the Group HSEQ team
·         Any other duties deemed necessary, which are within the bounds of the incumbent’s competence and function
Liaison 
The incumbent will provide an interface between Group Senior management and employees, in particular the QHSE Representatives and Co-ordinators, in the efficient operating and continual improvement of the Integrated Management System.  The incumbent shall be the ultimate focal point to all stakeholders on QHSE matters.
Authorities
Authorities will be stated in separate and specific legal documents if relevant or in memoranda, minutes or manuals.
Amendments
Any significant changes, measures or needs shall be discussed at Appraisal or other meetings with Management.
